ABSTRACT
Many people in the west were concerned about what was happening to those in the area around Chernobyl. Within days of the accident it had become clear that the Soviet authorities were not facing their responsibilities — they were failing to advise their own citizens and foreign nationals in the Ukraine about the threat to their health and failing to advise how health risks might be minimized. The two day delay in announcing the accident to the world only increased the concern.
