ABSTRACT
The thesis advanced in the foregoing section can be summed up in a sentence: quantification is the key to quality in the educational services. If only for reasons of equity, the allocation of resources must be related to measured outputs – another way of saying that those who are engaged in carrying out these services are bound by productivity agreements just like any other workers.
