ABSTRACT
With health care costs skyrocketing and an astounding 15% of the population unable to purchase health insurance, the White House decided that action had to be taken to reform the health care delivery system. After extensive planning and much hoopla, President Bill Clinton delivered an impassioned address to Congress and the nation on September 22, 1993, calling for a sweeping overhaul of the nation's health care system.
