ABSTRACT
Most debates involve moral argument. The values at issue may be explicitly stated in the proposition ("Resolved: that capital punishment is immoral") or may be revealed in the course of computing the costs and benefits of proposed courses of action. In order to evaluate a potential course of action, one must not only predict its outcomes, but assess and compare these outcomes. As discussed in chapter 2, all policy debates therefore involve moral argument.
