ABSTRACT
In Chapter 2 we argued that actors and their innovative activities are embedded in institutional arrangements. We further argued that due to complementarities, costs and bargaining power the respective institutional arrangements possess path-dependent properties. Finally, we also sketched why path dependence is a dynamic concept, and how reforms should be designed in order to be effective.
