ABSTRACT
In April and May 2007 Estonia experienced a number of cyber attacks that came close to shutting down the country's digital infrastructure. l Although the attacks were suspected to have originated from Russia, no direct link could be proven.2 The attacks turned out to be a watershed event for raising awareness in the cyber security domain. They illustrated the potential utilization of cyberspace as a new battlespace and raised a number of important political, strategic and legal questions.
