This is an example of Bauman’s view that the New Labour ‘modernization’ project was not so much a ‘one-off operation’, but rather a continuing process ‘further eroding the value of duration together with the prudence of long-term thinking, and reinforcing the ambience of uncertainty, temporariness and untilfurther-notice-ness on which consumer commodity markets are known to thrive’ (Bauman 2007: 48). Bauman’s analysis – his reference to the erosion of the public services as a prudential good – accords with Offer’s analysis that the visceral prevails over the prudential (Offer 2003). The offi cial discourse of personalisation has a declared affi nity to the consumer.
