In a Theatre of the Oppressed session, there are no spectators, only active observers (or spect-actors). The centre of gravity is in the auditorium, not on the stage. An image or scene which does not reverberate for the observers cannot be worked on with these techniques, because it will be about a wholly personal, non-pluralisable, case.
