ABSTRACT

This chapter investigates the record of the Democratic Peoples' Republic of Korea's (DPRK) negotiations and other interactions with K E D O in implementing the Agreed Framework from 1994 to 1998. The analysis presented here discusses some of their negotiating tactics and assesses the results that they have been able to achieve thus far in their quest for survival. The chapter also attempts to determine how Pyongyang's strategic calculations and tactics may affect the future implementation of the Agreed Framework.
