Thus, a crude comparison is that the Rand survey suggests roughly four times more crime concentration at the high end than Wolfgang et al. found. Even this is probably an understatement because the Rand sample of criminals consists of adults who had been convicted of crimes serious enough, or convicted of enough crimes, to result in a sentences of incarceration. The 5 percent and 10 percent figures use a base of relatively serious criminals.
