ABSTRACT

Albert who? It is the rare New Yorker who can identify Albert Bard. If not for Bard, there would have been no Bard Act, and if not for the Bard Act, New York City would have had no legal basis for its Landmarks Law, and if not for the Landmarks Law, New York City would be diminished beyond recognition. What a twist of fate that the person so indispensable to the efforts that won New Yorkers the right to protect their landmarks has been so forgotten by the city forever transformed by his tireless labors.
