ABSTRACT

With literally thousands of books written on the topic of personnel and human resources, why is it necessary to include a human resource chapter in a book about business improvement districts (BIDs)? The answer is simple. In many, and perhaps in most business improvement districts, "people" are the single greatest expense. BID ratepayers quite typically are paying for the additional level of service that people provide. In some BIDs, the people are under contract. In other BIDs, the people are employees of the organization managing the BID. In all cases, the successful hiring, motivating, and managing of people can be the difference between an accountable and effective BID and one that does not meet the expectations of the ratepayers.
