ABSTRACT
Among these changes are declining city and state budgets for economic and urban development, the ever-changing economy, the unpredictable stock and bond markets, a burgeoning tourism market, global terrorism, and many other issues that impact the way downtown managers and municipal officials manage cities. These are ongoing topics for downtown managers and leaders who serve, interact with, and develop plans for employees, customers, and visitors.
