ABSTRACT
BIDs must make two basic decisions pertaining to economic development. First and foremost, they must decide to become engaged in the local economic development process or skip economic development intervention altogether. If a BID decides to tackle economic development, there is a subsequent decision: What will be the scope and level of its intervention?
