ABSTRACT

Consequently, the primary focus of many downtown leaders is shifting from such concerns as "crime and grime," façade improvements, streetscape renovations, and promotions to such challenges as assembling viable development sites, attracting developers, and determining proper densities and use mixes for significant real estate developments, etc. Although downtown leaders usually welcome their growing involvement in viable redevelopment projects, all too many initially fail to recognize-often, until it's too late-just how "political" redevelopment projects are. Consequently, they are very reactive and ineffective when the inevitable political brouhahas emerge.
