ABSTRACT

The aftermath of the turbulent history of the creation of Pakistan continues to manifest itself rather strongly in what are described as the Federally Administered Northern Areas (FANA), and the state of Azad Jammu and Kashmir. The controversy surrounding its status is not confined to the arena of international law and relations with neighbouring countries. Within the domestic sphere too, there appears a deep sense of frustration at the undefined and confused legal, constitutional and political status of the area. Before entering into a discussion of the issues of the people of the Northern Areas and the state of Azad Jammu and Kashmir, it is imperative to look into the historical background of the emergence of this area. It is also pertinent to point out here that in terms of governance structures, the Northern Areas and Azad Jammu and Kashmir are under one ministry, namely the Ministry for Kashmir Affairs and Northern Areas.
