ABSTRACT

As a humanitarian gesture, Canada accepts approximately 30,000 refugees each year (Citizenship and Immigration Canada, 2005). The provinces of Ontario, Quebec, British Columbia, and Alberta, in that order, receive the largest numbers of refugees to the country. Alberta, the province under consideration here, has approximately 2,000 refugees settle within its borders annually. Edmonton, the capital city of Alberta, receives approximately 30% of the refugees destined for Alberta. More than 25% of newcomers to Alberta are younger than 20, and most significantly, two thirds of this group arrive with little or no English language skills.
