There are more possibilities here than might at first be obvious. Historians (and characters from Damon Runyon) regularly substitute the present tense for the past, to vivify that past. A monarch, or a Las Vegas nightclub star will ordinarily refer to himself as "we," without anyone suspecting schizophrenia. To quote Queen Victoria, "We are not amused."
