ABSTRACT

Several hackneyed phrases have described the essence of Indo-US relations. First, it exhibits a roller-waner quality marked by alternating periods of normalcy and hostility. The high-water mark in this relationship was reached when the United States pledged arms aid to India after the SinoIndian border conflict in 1962; this led to "an unparalleled deepeni ng of the Indo-US involvement." L The nadir was reached in 1971 when a USS Enterprise-led task force entered the Bay of Bengal duri ng the Indo-Pak conflict. This demonstration of nuclear gunboat diplomacy still rankles in India .
