The cost figures are subject to more than one interpretation. While pub­ lic services provide benefits to immigrants, it must be noted that benefits ac­ crue to natives as well, as is pointed out by Michael Fix and Jeffrey Passel:

The single largest component of immigrant-related public sector costs is the cost of providing public and secondary education, which is ap­ proximately $11 billion annually for immigrants. The actual recipi­ ents of these expenditures are, for the most part, native-born teach­ ers, school administrators, maintenance staffs, and others employed in school administration, maintenance, and construction (Fix & Passel, 1 994, 62) .
