ABSTRACT

Together with investment in good health, investment in education is a key part of investing in human capital, and increasing investments in human capital not only provide an active impetus to economic development, but are a significant way to achieve harmonious social development and promote human development. In countries with a sound market economic system, public education is usually considered a basic human right; it is an organic component of social welfare systems. ‘Education security’ refers to the allocations of public finance that are made for ensuring education. It means that the government will provide educational services for citizens through a variety of means, and incorporate basic education into the scope of what it considers State security. In China, compulsory education is currently the focus of the country's education security program.
