ABSTRACT

In this chapter we will start to document the current situation, for which we will need all the scientific rigour and preparation that we can possibly recruit and share across the planning team – and, if this is not too ambitious, include stakeholders. But besides the facts, it is a good idea to also consider people as ‘people’ – including who they are, what they do, what they represent, and how they can be involved in the planning operation – and not as statistics. Finally, we must also include in our documentation all the obligations created by prior planning commitments, some of which are likely to be at different tiers of government.
