ABSTRACT

In this chapter we will work with the concept of ‘intended outcomes’, which expresses what ‘we’ intend to achieve with the planning operation. As we have seen in previous chapters, this ‘we’ is usually adjustable to the scale and particular instances of the application, but generally includes the team responsible for the planning operation plus the stakeholders. As for the intended outcomes, these mean one of two things: either the final state that we intend to achieve – which is equivalent to the destination of our planning journey – or the changes that we need to make [in order to reach our destination] – which is equivalent to ‘how far we need to travel’. Some people prefer to think in one way and some in the other. Either way is acceptable, but it is important to always know exactly which interpretation we are using, and not to switch in the middle of the operation.
