ABSTRACT

At this point of the planning process we have a number of action proposals. The fact of having one or more solutions is welcome because it presents options and, consequently, the enchantment of choice. But presenting many options could also be distressing – or even confusing – as to what we should actually do. Thus, we are heading for the grand decision-making. Of course, we have been making smaller decisions all along the planning operation, but now we are heading for the decision about ‘what seems the best thing to do’. At this point we can only hope that our proposals are good, because the final decision can be no better than the best existing proposal.
