ABSTRACT

In Chapter 5, we set out the underlying strategic logic of information and infl uence campaigns, which is based on the development and exploitation of networks to leverage and advance the interests of the campaign protagonist. Here, we will look more closely at the components of those networks to develop a generalized understanding of how this might best be accomplished. At this point, the challenge to the strategist is straightforward: how best to meet the needs, and how best to exploit the capabilities, of prospective campaign intermediaries so as most effectively to convey the protagonist’s needs to the target and achieve the campaign objectives. But if the challenge is straightforward, meeting it successfully is anything but.
