ABSTRACT
International developments in the shipping world during the 1960s made the IMCO realize that the 1957 Convention was in dire need of revision. The decline in the purchasing power of currencies, the constant increase in the size of ships being built, together with the need to extend the right to limit to persons other than those covered by the 1957 Convention made the IMCO embark on such a revision project.
