ABSTRACT

As Niblock (1987) and Woodward (1990) succinctly explain, industry in Sudan represents a very weak sector. Prior to the 1960s, it was dominated by foreign investors. Sudanese elites comprised of the upper echelons of government, professionals, and merchants were not active in industrial production, despite their prominent economic contribution through ownership of pump schemes, mechanized farming, internal trade, some foreign trade, and their increasing role in light industries.152
