ABSTRACT
When my CPC membership was reinstated in September 1975, I began to work as
a consultant with the Economic Research Institute of the State Development
Planning Commission. While the Gang of Four was on the rampage, nobody was
allowed to do any economic research. Since their overthrow in 1976, I still have
not been able to deliver decent research fi ndings due to certain concerns. Right
now, I can only report to you on several urgent issues that I have discovered in the
course of my work.
