ABSTRACT

The recent attention being given to the contributions of African nations’ human resources to their development suggests that the roots of these societies’ change run deep, and creating modern nations means creating modern men. That is, the development process is an educational process. Trust in the ability of education to promote economic and social development is a common thing in Africa today. Imbued with this trust, and facing serious shortages of skilled manpower, African nations devoted the early years of independence to the rapid expansion of educational facilities and, of course, the provision of qualified persons to man their burgeoning economic and administrative institutions.
