The Japanese, however, faced up to the situation and set to work without losing much time. Taking more than one leaf out of the German book they made considerable progress in 1942 and 1943, both in production and distribution. As in most other respects, they are given to wildly exaggerating their achievements, but even when due allowance is made, it remains clear that their efforts to harness the film to the chariot of Thought War are thorough and are showing results.
