ABSTRACT

THE EXTENSION of the period of the lease of Kwantung Peninsula and the South Manchuria Railway zone was a question of vital importance to Japan. As early as 1910, Representative Oishi, charging lack of complete unity of views between the military and diplomatic authorities in regard to Manchurian administration, requested the government to state its policy regarding the future of Manchuria. Foreign Minister Marquis Komura, however, declined to state the policy toward the question of extending the lease of the entire Manchuria Railway zone.1
