ABSTRACT

HAVING SURVEYED the Japanese theory and practice in treatymaking and in war-making in the previous two chapters, we shall now inquire into the principles and practices in the formulation of policies, with particular reference to parliamentary control of foreign relations. We shall examine only the more important questions relating to (1) the recognition of foreign states, governments, and belligerency; (2) the annexation of territory; and (3) the protection of Japanese nationals abroad.
