ABSTRACT

THE PRIVY COUNCIL was established in 18881 for the purpose of deliberating under the presidency of Prince Ito upon the drafts of the Constitution and the Imperial House Law.2 It was evident, however, that this organ was intended to be a permanent body under the Constitution. Thus, it received the constitutional sanction in 1889,3 and immediately following the promulgation of the Constitution, an imperial ordinance was issued amending the original ordinance concerning the organization of the Council, or Sumitsuin Kansei.4
