ABSTRACT
UP to a year or two ago the public law of Europe, in accordance with its historical origin, only found complete application among the Christian States of the world. As for the nonChristian countries, on the other hand, they had only been granted the benefit of this law, in a greater or less degree, according to the measure of their civilisation.
