ABSTRACT
IN this last letter it would be well to look back over the crisis years as a whole, and ask what they have taught us, what they have proved to us about the Japanese, and to seek explanation for those proofs. Only on such a basis is it possible to suggest, as I would naturally wish to suggest, a general policy to be pursued by other nations-particularly my own-which will have to do with Japan in the future.
