ABSTRACT
Under the revised Japanese demands presented to China on April 26, 1915, and which the latter was compelled to accept in the following month under a threat of the use of force, Japan was granted “all rights, interests and concessions which Germany, by virtue of treaties or otherwise, possesses in relation to the province of Shantung.” Furthermore, the Chinese Government consented that “as regards the railway to be built by China herself from Chefoo or Lungkow to connect with the Kiao-chow-Tsinanfu Railway, if Germany is willing to abandon the privilege of financing the Chefoo-Weihsen line, China will approach Japanese capitalists to negotiate a loan.”
