ABSTRACT

This chapter explores the role of the built envir on ment in mitigating climate change and in adapting to climate change, and the scope of policy and practices to integrate these two goals. It focuses especially on issues of energy, infrastructure (especially local transport systems), heat and open space within existing urban areas. The need to plan at the wider water catchment and flood management scale, and to plan for ecosystems and biodiversity, are addressed in succeeding chapters. We look at the position for mitigation and adaptation across the EU, and focus on the UK and the Netherlands, as illustrations of different national issues and planning approaches.
