ABSTRACT
Work provides a thorough background to the military reform movement between the Civil War and World War I. The SpanishAmerican War is presented as a turning point in American military history within the context of arms and tactics and this work builds on the first third of the book dealing with the pre-1898 military. The latter part describes the changes effected by the services as result of the Spanish-American War that made the United States military a world power.
