ABSTRACT
Freedom of speech, perhaps with religious liberty, is the most important and fundamental of all of the rights of the citizen. Speech fell only behind freedom of religion in the Bill of Rights. The First Amendment states:
Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press. . . .
