ABSTRACT
The importance of identifying cultural benefits specifically is that they can be seen to directly offset detrimental impacts on heritage assets: that is, if, on balance, the prospects for the preservation or enhancement of the local built heritage is improved by a proposed development, then it can be seen that special regard or attention has been paid to the desirability to preserve or enhance, and so on, as set out in the Planning (Listed Buildings and Conservation Areas) Act.
