ABSTRACT

In each instance, the start point is clearly to state the special architectural or historic interest of the Listed Building or its Setting, or the character and appearance of the Conservation Area, and to identify the assessed impact upon that interest. Thereafter, the assessed impact must be correlated to the benefits that will be derived from the proposed change. If no benefit is to be derived from the specific or wider works, on the basis of the special regard or attention that is required to be given to preservation, the impact will not be justifiable.
