ABSTRACT
The UN Charter confers the main responsibility for the maintenance of international peace and security on the United Nations Security Council (UNSC). It has the authority to determine the existence of a threat to the peace, a breach of the peace or act of aggression and to decide what measures, both forcible and non-forcible, are necessary to maintain international peace and security. Member States are bound by such measures.
