IT is a stock argument among those who persist in their advocacy of agreement with France and a revival of the old-time balance of power that Germany is the aggressor, that her native instinct is bound up in militarism and that her policy is a menace to European peace. For them France stands out as the champion of liberty and democracy, the essential b ulwark of peace.
