ABSTRACT

Intergovernmental organizations (IGOs) are associations, generally formed by multilateral treaties, whose members are states and whose authority derives from state governments. IGOs are important actors in the international system because they can have a significant impact on state decision-making abilities. IGOs attempt to regulate interstate interactions. Continued state membership in these organizations requires conformity to IGO rules and norms. Moreover, IGOs also distribute benefits and costs of being a member of the organization among states.
