ABSTRACT
At a very basic level terrorism can be defined as the threat or the use of
violence to achieve political goals. It denotes the application of force as
leverage in political bargaining processes. Beyond that there is little con-
sensus and no established definition of terrorism. Indeed, the definition of
what constitutes terrorism is often politically motivated. This is best cap-
tured by the proverbial saying that one man’s freedom fighter is another
man’s terrorist.
