ABSTRACT
The Washington Consensus describes an agreement between the World
Bank, the International Monetary Fund and the US Treasury Department
on what constitutes the best set of policies to promote economic develop-
ment. It proposes a policy framework broadly based on trade and capital
market liberalization, fiscal austerity, rapid privatization, widespread dereg-
ulation and the downscaling of government (see Neo-liberalism).
