ABSTRACT
At a minimum, it is valuable to describe the structure of this particular mechanism as well as the administrative and political routes through which it has been implemented. If nothing else, such a description will illustrate the complexity of the system within which US trade law is formulated and implemented, the numerous points through which pressure groups are able to exercise a veto power, and how the system itself may have become an obstacle to solving the problems which led to its establishment.
