ABSTRACT
F or a number of years, almost like a rite of spring, the Wisconsin legisla-ture squared off with the administration of the University of Wisconsin-Madison over the amount of time faculty actually spent in the classroom. This is an inevitable flash point between politicians grudgingly allocating scarce tax dollars largely for the purpose of educating the future labor force, and university officials trying desperately to maintain the school’s status as a world-class research institution.
