Lord Lyttelton, who spoke to Lord Granville, was evidently satisfied that girls’ schools were to be included in the Commission’s investigations; but rumours to the contrary were current. ‘We have not been able to find out yet whether girls’ schools are to be included in your inquiry’, Emily Davies wrote to Dyke Acland on December 28th. ‘Lord Lyttelton told us he thought they would be, as a matter of course, but it has since been reported that the Commission will not undertake them unless strongly persuaded to do so. We shall think it is hard if the Commissioners narrow their field by shirking half their duty.’2
