ABSTRACT

By the late eighties … every country in the world was facing a frightening new paradox. On the one hand, the growth in demand for traffic, and particularly for motorcars, showed no signs of abating. On the other, concerns about the consequences of unrestricted traffic growth, particularly the problems posed by vehicle emissions and congestion, were beginning to be recognised as challenges on a global scale.
